Target 6.b: Support and strengthen the participation of local communities in improving water and sanitation management.
Relevant mandate:
Policy Dialogue and Advocacy: Parliaments function as spaces for policy dialogue and deliberation, serving as platforms where sustainable development issues are discussed and various stakeholders from government, civil society, academia, and the private sector can come together. Mechanisms such as the General Law of Ecological Equilibrium and Environmental Protection, the Law of National Waters, and the Law of Sustainable Rural Development were achieved through the empowerment of community members. It is necessary for parliaments to socialize and hold dialogues with civil society when considering passing water and sanitation legislation to ensure inclusive decision-making, incorporate diverse perspectives, and enhance the legitimacy and effectiveness of environmental policies. While it may not directly eliminate corruption, engaging civil society helps promote transparency, accountability, and public participation, which can contribute to reducing the risk of corruption in the environmental sector.
Example: The General Congress of the United Mexican States uses its capacity to enable community engagement and involvement in water and sanitation management by establishing local committees, sustainability guidelines, and policy frameworks.
